ABS, VSC and brake lights all came on together, and the scanner shows C1391? This is one of the most common brake faults on Toyota hybrids in Pakistan. Here is what the code means, whether the car is safe to drive, why clearing it does not work, and what a proper fix costs.
Toyota describes C1391 as an abnormal leak in the accumulator. In plain terms, the brake actuator cannot hold hydraulic pressure the way it should.
Toyota hybrids use electronically controlled brakes. An electric pump charges an accumulator, a small pressure store, with brake fluid. The skid control computer uses that stored pressure to apply the brakes, run ABS and VSC, and blend hydraulic braking with regenerative braking from the motor.
After the pump stops, the pressure should hold steady. If it drops faster than expected, the computer concludes that fluid is leaking past a seal or valve inside the unit and stores C1391. The leak is internal, so you will not usually see fluid on the ground.
C1391 appears on Toyota and Lexus hybrids that use this accumulator-based brake system. In Pakistan we see it most on:
The layout differs between models. On some, the pump and accumulator are a separate assembly from the valve unit; on others they are combined. The meaning of the code is the same, but the part that needs replacing is not, which is why the model and year matter for the quote.
You may notice one or several of these before, or at the same time as, the warning lights.
The ABS light, the VSC or skid light and the red brake warning come on together, often with a master warning or "Check VSC System" message.
A healthy pump buzzes for a few seconds when you open the door or press the pedal. With a leak it runs again and again, even while the car is parked.
When the system falls back to backup braking, the pedal feels firm and needs more effort, and the car takes longer to stop. Treat this as a safety warning.
The system reduces or switches off regeneration. The hybrid battery charges less while braking and the fuel average drops.
In most cases the car will still stop, because the system has a hydraulic backup. But this is your brakes, so be careful.
If you are in Karachi, do not risk driving across the city; we can come to your location to scan the car.
Because C1391 points to an internal leak, the usual fix is replacing the brake actuator, or on some models the pump and accumulator assembly, with a tested unit. Repair is possible where the scan shows an electrical fault, such as a pump relay or module problem, rather than a leak. A resealed leaking unit rarely lasts in our heat.
Many owners are told the code was "cleared" and the lights went off, only for them to return a day or a week later. Clearing a code erases memory; it does not stop a leak. As soon as the computer sees pressure dropping again, it sets C1391 once more.
These brakes cannot be bled like an ordinary car. After the actuator is replaced, a scan tool runs the bleeding routine to purge air from the actuator and accumulator. The technician then runs the zero-point calibrations the brake computer needs.
If calibration is skipped, the lights stay on and C1345 (linear solenoid offset not learned) is stored. That is a sign the job was not finished, not a new fault.
At our Karachi workshop, brake actuator replacement for a Toyota Aqua or Prius costs from around PKR 85,000 installed. That includes the tested unit, brake fluid, electronic bleeding, calibration, code clearing and a road test.
A complete genuine hybrid ABS replacement for Toyota Aqua or Prius starts from PKR 85,000 installed, including brake fluid, electronic bleeding, zero-point calibration and a written warranty. See our hybrid ABS replacement price list for all models.
Our technician comes to your home or office anywhere in Karachi with a scanner. We read all stored codes and live pump and pressure data, then give you a written quote. The diagnostic is free with any replacement.
If the actuator needs replacing, the work is done at our workshop on 26th Street, Badar Commercial Area, DHA Phase 5, with free pickup and drop. We bleed and calibrate the system, clear the codes and road test the car before handing it back.
We are open 24 hours, Monday to Sunday. Book a home scan on WhatsApp or call 0308-2282777.
Outside Karachi? Send us your car model on WhatsApp and we'll advise you.
C1391 means the skid control computer has detected an abnormal leak in the brake accumulator: the brake actuator cannot hold hydraulic pressure after the pump stops. It usually comes with the ABS, VSC and brake warning lights, and the pump motor runs more often than normal. In most cases the fault is inside the actuator, which then needs replacing, followed by electronic bleeding and calibration.
Only gently and for a short distance, such as to your home or a nearby workshop. The car normally still brakes, but ABS and VSC may be switched off and the pedal can need more effort. Do not take it on a long trip or the highway. If the pedal goes hard, the car pulls to one side or the brake fluid level is low, stop and call a mechanic to come to you.
No. Clearing the code only erases the computer's memory. The leak inside the actuator is still there, so the code and warning lights return as soon as the computer sees pressure dropping again, often within the same day or a few drives. The code stays gone only once the leaking part is replaced and the system is bled and calibrated with a scan tool.
At our Karachi workshop, a brake actuator replacement for a Toyota Aqua or Prius starts from around PKR 85,000 installed, including brake fluid, electronic bleeding and calibration. We exclusively provide complete hybrid ABS replacements—never repaired or refurbished units. The exact price depends on the model and is confirmed after a scan.
Replace the brake fluid every 3 years or 40,000 km, whichever comes first, using the scan-tool bleeding procedure these cars need. Use fresh fluid of the grade Toyota specifies and do not mix old and new bottles. Do not ignore a pump that buzzes more often than before; catching a small leak early can save the actuator.
